Abstract
The fluctuating number of violence cases against women in Central Java underscores the urgent need to strengthen the institutional capacity of the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA). This study aims to analyze the institutional capacity of the UPTD PPA of Central Java Province in handling such cases using a descriptive qualitative method and Deborah Eade’s (1997) institutional capacity framework. Data were collected through interviews, observation, documentation, and literature review. Findings indicate key challenges in human resources, including staff shortages and overlapping roles, along with budget limitations, inadequate infrastructure, and weak regulatory responsiveness. To address these issues, the study recommends regular workforce needs mapping, the use of flexible cross-functional teams, and strategic engagement of volunteers and student interns. Additionally, it suggests expanding partnerships with NGOs, legal aid institutions, and universities to mobilize alternative resources, as well as strengthening coordination mechanisms within the Integrated Service System (PPT) through technical guidelines and operational agreements. These strategic efforts are expected to enhance service responsiveness, improve inter-agency collaboration, and ensure more effective protection for women facing violence in Central Java.
