Abstract
The Stunting Reduction Acceleration Program in Kalibening Village, Tingkir Subdistrict, Salatiga City, is a priority program of the Salatiga Municipal Government, where Kalibening is one of the villages with a high stunting prevalence rate. In 2024, the stunting prevalence in the village was 12.89%, higher than Salatiga City's overall stunting prevalence rate of 6.03%. This study aims to analyze the effectiveness of the stunting reduction acceleration program in Kalibening Village, along with its supporting and inhibiting factors. The research data were obtained from interviews, observations, and documentation. Informants were selected using snowball sampling and accidental sampling techniques. The theory applied in this study is Sutrisno's program effectiveness measurement theory, which consists of five indicators: program understanding, target accuracy, timeliness, goal achievement, and tangible changes. The findings indicate that the stunting reduction acceleration program in Kalibening Village is still ineffective. The level of understanding among the program's target beneficiaries remains very low, hindering optimal implementation. Supporting factors identified include the active participation of Posyandu (integrated health service post) cadres, support from the local community health center (Puskesmas), and assistance in the form of food supplies and housing improvements for poor-sanitation households provided by the village government in collaboration with relevant agencies. Meanwhile, inhibiting factors include community resistance to health workers' education due to external interference from spouses and religious leaders they follow, improper child feeding practices resulting from a lack of balanced nutrition education among mothers of stunted toddlers, as well as low economic and educational levels. Additionally, the homogeneous social environment in Kalibening Village makes the community resistant to change, including government programs.
