Reform is an important starting point because it shows the impact of the crisis and political changes on the effectiveness of poverty alleviation policies. This study focuses on the second term of President Joko Widodo's administration 2019-2024 which experienced a political transition from a divided government to a unified government which affected policy implementation. This study chose poverty alleviation policies because of the national urgency in eliminating extreme poverty. There are many studies on the implementation of poverty alleviation policies. However, research on the structure of knowledge development and its success factors is still limited. This study uses the Systematic Literature Review (SLR) method for scientific publications in 2019-2024 to identify the structure of knowledge development and critical success factors in the implementation of poverty alleviation policies in Indonesia. Data collection through the Google Scholar electronic database with PRISMA guidelines, namely identification, screening, eligibility, and included. Data extraction and visualization with Microsoft Excel and Vosviewer. The results of the study show that the development of publications has increased. The keywords “implementation” and “policy” are the most dominant, 12 related keywords were detected. 12 poverty alleviation policies were found, the majority of which were in the form of social assistance. In addition, six critical success factors were found, namely communication; resources; disposition; bureaucratic structure; social, economic, and political environment; and policy standards and objectives. These six factors are related to the theory of successful policy implementation by Van Meter and Van Horn (1975). In addition, the author keyword analysis shows that the keywords “supervision” and “coordination” are relevant to one of the findings of critical success factors, namely bureaucratic structure.
