Abstract
The dominance of micro-enterprises with limited resources, low levels of formality and business legality, restricted access to digital technology, and challenges in obtaining formal financing are among the key issues faced by MSMEs in Kendal Regency. To address these challenges and promote the advancement of MSMEs, the Kendal Regency Government has implemented the Integrated Business Service Center (PLUT) program based on Regulation of the Minister of Cooperatives and Small and Medium Enterprises No. 9 of 2013. This study aims to analyze the implementation of the PLUT-KUMKM program for micro-enterprises in Kendal Regency and identify the supporting and inhibiting factors in its execution. A qualitative approach was employed using the policy implementation theory of Van Meter and Van Horn as the analytical framework. Data were collected through interviews with informants from the Department of Trade, Cooperatives, and MSMEs as well as micro-entrepreneurs, using purposive and snowball sampling techniques. The findings indicate that the implementation of PLUT-KUMKM has been fairly effective, particularly in facilitating business legality, providing training, and offering technical assistance. However, some performance indicators have declined, and the program still faces challenges related to human resources, socio-economic-political conditions, communication, and the low awareness of entrepreneurs regarding legality and digital transformation. The study recommends optimizing existing resources and applying a community-based approach to enhance active participation of micro-entrepreneurs, especially in the digital transformation process.
