The background of this research includes a decline in tourist visits, an uncomfortable physical environment, the absence of a sanitation and waste treatment system, weak digital promotion, and limited human resource competencies. This study employs a descriptive qualitative approach, utilizing data collection techniques such as interviews, observation, and documentation. The results indicate five stakeholder roles in the management of Semarang Zoo, namely: policy creator, coordinator, facilitator, implementor, and accelerator. The roles of policy creator and facilitator have been well implemented. However, the coordinator and implementor roles still face obstacles, particularly due to unclear division of responsibilities. The accelerator role also requires improvement, as reflected in the inactive management of Semarang Zoo’s social media accounts. The supporting factors in zoo management include the diversity of attractions and educational interactions, adequate public facilities, a strategic location, and multisectoral cooperation. Inhibiting factors include limited flagship animal collections, lack of disability-friendly infrastructure, damaged road access, and suboptimal service quality from human resources. The relationship between stakeholder roles and the supporting and inhibiting factors indicates that cross-sector synergy needs to be strengthened, especially to overcome structural and operational challenges.
