Abstract
Most of the waste that arises in Semarang City comes from households. This is consistently taking place, so it is important to manage from upstream. The waste management was then actualized through a waste bank program by the Semarang City Environmental Agency. The number of waste banks continued to increase significantly, but did not have a significant effect on the number of waste decreases. This happens because the role of DLH needs to be strengthened, in accordance with its duties listed in Semarang Mayor's Regulation No. 103 of 2021. This study aims to analyze the role along with the driving and inhibiting factors of the role of the Environmental Service towards the optimization of the waste bank in the city of Semarang. This study uses descriptive qualitative methods by collecting data through observation, interviews, and documentation activities. The results showed that the role of Semarang City DLH as a stabilizer showed good communication efforts but still needed an increase in direct review. As an innovator shows education to management who are not optimal due to the limitations of companions from DLH. As modernizers show the DLH strategy that has been running even though there is still much helped by initiatives from the community. As a pioneer shows a variety of initiatives that apparently cannot be optimized. As the executor himself needs to improve in carrying out its role in giving examples and helping the community. The driving factors found are related to the clarity of supporting regulations, poltical will, support from various parties, and the existence of community empowerment. The factor of the carrier is the allocation of companions and budgets that need to be added, processing organic waste that is still small, to the mindset, awareness, and habits of the community that do not care about waste management. Recommendations that can be given are to optimize various initiatives that have been carried out such as direct reviews that are rolled out, managing waste reporting, and the formation of kelurahan coordinators
