PENERAPAN PRINSIP-PRINSIP TRANSPARANSI PADA PELAYANAN PUBLIK DI KOMISI INFORMASI PROVINSI JAWA TENGAH

Abstract

The principle of transparency is one part of good governance. The Central Java Provincial Information Commission is a government agency that has the main task related to public services in the field of public information disclosure, where the application of the principle of transparency is a pillar in supporting the running of the agency. This study aims to analyze the application of transparency principles in public services at the Central Java Provincial Information Commission and to identify factors that contribute to the application of transparency principles. The research method used is qualitative, with data collection through interviews, observations, and documentation. The transparency principles studied are Informative, Information Disclosure, and Service Procedures that are Easy to Understand by the Public. In the informative indicator, the Central Java Provincial Information Commission has been able to provide clear, timely, complete, and accurate data information to the public. In the information openness indicator, the Central Java Provincial Information Commission still has obstacles in the form of incomplete information on the website and a lack of employee commitment in providing information accessibility. In the service procedure indicator, the Central Java Provincial Information Commission still has obstacles in the form of a lack of Human Resources and budget which triggers the inability to implement programs related to transparency and the emergence of dual positions. Those classified as driving factors for the implementation of the transparency principle are the factors of system or rule accuracy, supporting information technology, and public understanding of bureaucracy in public bodies. Those classified as inhibiting factors for the implementation of the transparency principle are Human Resources factors, facilities and infrastructure, budget amounts, and lack of employee commitment in public bodies.
