KESESUAIAN KELOMPOK SASARAN DALAM PROGRAM KARTU LANSIA JAKARTA DI KELURAHAN TANAH SEREAL KECAMATAN TAMBORA

Abstract

The Jakarta Elderly Card Program is a social assistance program to fulfill basic needs for elderly people who come from poor families and elderly people are groups vulnerable to poverty. The Jakarta Elderly Card Program is managed by the DKI Jakarta Provincial Social Service. The problem in this study is indicated by the inaccuracy of the target recipients of the Jakarta Elderly Card program from 2022 and 2023, resulting in injustice for those who are worthy and need this social assistance. This study aims to analyze the suitability of the target group in the Jakarta Elderly Card Program in Tanah Sereal Village, as well as the obstacles in the Jakarta Elderly Card program. The type of research is descriptive with a qualitative approach. Data collection techniques through interviews, observations, and documentation. This research is studied using the theory of implementation suitability from David C. Korten and supported by the right target concept from Riant Nugroho. Based on the results of the study, it shows that the recipients of the Jakarta Elderly Card program in 2024 are in accordance with the requirements and criteria of the Jakarta Elderly Card Program and have gone through the process of data matching and factual verification. Obstacles in the Jakarta Elderly Card program in 2024 are that existing recipients do not understand the new regulations that they may not receive more than one type of social assistance. The researcher's suggestion that neighborhood association in each area conduct regular counseling sessions for beneficiaries and disseminate information about the Jakarta Elderly Card program through official circular letters or WhatsApp groups involving the beneficiaries' families or close relatives of beneficiaries to gain a clear understanding of the Jakarta Elderly Card program.
