Abstract

BRT Trans Semarang is a Bus Rapid Transit-based transportation system designed to provide efficient, safe, and comfortable public transportation services for the residents of Semarang City. The system aims to reduce traffic congestion, improve road safety, and ensure equitable accessibility. This study aims to analyze the implementation of the Minimum Service Standards (SPM) by the BLU UPTD Trans Semarang. The background of this research lies in the issues of traffic congestion and the rising number of traffic accidents in Semarang City, prompting the government to develop public transportation solutions like BRT Trans Semarang. Although the Semarang Mayor Regulation No. 45 of 2021 concerning SPM has been established, its implementation remains suboptimal, leading to various public complaints. This research employs a qualitative method with a descriptive approach. Data were collected through interviews with various informants, including BLU UPTD Trans Semarang staff and BRT users. Data analysis was conducted by identifying factors influencing the quality of SPM in BRT Trans Semarang, encompassing security, safety, comfort, accessibility, equity, and regularity. Additionally, the study examines driving and inhibiting factors in SPM implementation, such as awareness, regulations, organizational capacity, revenue, skills, and facilities. This research provides an in-depth understanding of the current conditions of SPM implementation in the field and offers recommendations to improve service quality. Suggestions include accelerating the procurement process of facilities, enhancing staff capacity, and strengthening periodic evaluation mechanisms. Through this study, it is hoped that the Semarang City Government and BLU UPTD Trans Semarang will adopt strategic measures to optimize SPM implementation. These efforts aim not only to meet the public's transportation needs but also to support sustainable and environmentally friendly urban development initiatives.
