Abstract

Disaster mitigation is an effort made to reduce disaster risk. Flood disasters in the city of Semarang are very common, many have been carried out by the Semarang City Government, one of which formed the Semarang City BPBD which was tasked with tackling the flood disaster. There is a problem of flood disaster mitigation in the city of Semarang, namely mitigation has not focused on the pre-disaster stage, the people of Semarang City are still not aware of disaster risk, and lack of infrastructure. The purpose of this study is to analyze flood disaster mitigation in the city of Semarang which focuses on the pre-disaster stage, and analyze the supporting and inhibiting factors of flood disaster mitigation in the city of Semarang which focuses on the pre-disaster stage. In this study using qualitative research types.This study uses the theory of disaster mitigation according to Ramli Stages of preparedness, early warning, and disaster risk reduction, supporting and inhibiting factors according to Ramli and Kusumasari good coordination, the role of technology use, budget limitations, and lack of training. The results of flood disaster mitigation research in Semarang City which focus on the pre-disaster stage are good but there are also things that are not good there is a bad preparedness stage, the disaster mitigation stage is not good, while the early warning stage is good. supporting and inhibiting factorsAccording to Ramli and Lestari good coordination between stakeholders, the role of the use of technology and the inhibiting factors of budget limitations, lack of training. Recommendations that can be given in this study propose an emergency budget for activities at the pre-disaster stage, it is necessary to equalize the development of flood disaster infrastructure, especially in the eastern region of Semarang City, maximizing the role of KSB and Katana volunteers and increasing service cooperationRelated and CSR.
