Abstract
Air pollution is one of the main environmental problems faced by many big cities, including DKI Jakarta. Exhaust gas emissions from motor vehicles contribute significantly to reducing air quality in this region. To overcome this problem, the DKI Jakarta Provincial Government implemented the Motor Vehicle Gas Emission Test Policy through Governor Regulation Number 66 of 2020. This research aims to analyze the implementation of the gas emission test policy and identify supporting and inhibiting factors in its implementation. The research method used is descriptive qualitative with data collection techniques through interviews, observation and document study. Informants in this research included representatives of the DKI Jakarta Environmental Service, emission test kiosk owners, and the public as motor vehicle users. Van Meter and Van Horn's policy implementation theory is used as an analytical framework in this research. The research results show that the implementation of the motor vehicle gas emissions testing policy in DKI Jakarta still faces various challenges. The main inhibiting factors are the lack of coordination between government agencies, lack of public awareness, lack of sanctions for the community, and the cost of emission tests which are considered burdensome. Improvements are needed in aspects of socialization, stricter law enforcement, and increased accessibility of emission testing services so that this policy can have a more significant impact on reducing air pollution in DKI Jakarta.
