Abstract

Persons with disabilities at Special Education Schools (SLBN) in Semarang City have received attention through the implementation of a flexible curriculum, inclusive educational facilities, and the involvement of specialized educators in accordance with Regional Regulation (Perwal) Number 76 of 2020 on inclusive education. However, its implementation still faces challenges, such as limited physical facilities, including ramps and braille tools, a shortage of educators with specialized competencies, zoning policies that restrict access for students with disabilities, and weak inter-agency coordination. These obstacles have hindered the optimal fulfillment of the educational rights of persons with disabilities. This study recommends strategic measures, including the improvement of inclusive educational facilities, training for educators, the adoption of more flexible zoning policies, and strengthened coordination among relevant agencies to ensure the effective implementation of Perwal Number 76 of 2020.
