GOOD GOVERNANCE DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTASEMARANG
Abstract
Good Governance is the hope of every citizen in a government, a quality government will create an orderly state life. The implementation of good governance is an effort to improve the performance of public services at the Semarang City Population and Civil Registration Service which is one of the important things in building a good government in serving the community. 1'his cooperation can be done by ident fying problems that occur in the community itself. Thus, the government and society have their respective roles and duties to realize good governance. This study aims to determine the implementation of the principles of good governance at the Semarang City Population and Civil Registration Service. This research was written using a qualitative research method, the data collection techniques used were observation, interviews, and document or literature studies. This study uses two, namely the theory of good governance put fo,ward by UNDP and the theory of good governance put fo,ward by Sedarmayanti. The results of the study indicate that the Population_and Civil Registration Service of Semarang City in implementing the principles of good governance regarding Participation, Transparency, Accountability, and the Rule of Law has been implemented well, However, in implementing the principles of good governance there are several obstacles faced such as slow service networks from the center, websites that experience server downtime, slow notification of application requests, and people who take care of files often do not prepare them completely so that the implementation process is hampered. Efforts made by employees to carry out administrative implementation include frequently updating information to the public both directly and online. In terms of facilities and infrastructure, the Population and Civil Registration Service strives to complete this so that it can satisfy the public in receiving existing services. The Semarang City Population and Civil Registration Service should improve the recovery of service servers to maximize notification of service requests and the Population and Civil Registration Service must strive to increase the participation of service users by optimizing the use of information technology.
