PENERAPAN MANAJEMEN RISIKO DALAM PENGELOLAAN DESTINASI WISATA PANTAI BANDENGAN KABUPATEN JEPARA
Abstract
Risk is a condition of uncertainty that can hinder and affect the achievement of goals, including in the tourism governance process. Bandengan Beach, as a leading tourist destination managed directly by the Department of Tourism and Culture of Jepara Regency, is not immune to various conditions that may pose risks. The purpose of this study is to analyze the implementation of risk management in the management of Bandengan Beach as a tourist destination and the factors influencing it, using risk management theory. The research method employed is descriptive qualitative. Data analysis was conducted through reduction, presentation, and verification of data, as well as using SWOT analysis and a risk assessment matrix. The findings reveal that the implementation of risk management in Bandengan Beach management, in terms of context establishment, indicates a lack of human resources. Risk identification shows six types of risks. Risk analysis identifies tourist drowning as the highest-level risk. Risk management is adjusted to the types of risks identified. Meanwhile, risk monitoring and control are conducted directly and supported by technology. The factors supporting the implementation of risk management at Bandengan Beach include the commitment of leaders and the collaborative atmosphere among government institutions, whereas the inhibiting factor is non-compliance by visitors. The study recommends the need for collaboration with the private sector to enhance beach safety measures, standardize recreational facilities, conduct safety campaigns, and enforce penalties to improve visitor compliance.
