Abstract

Central Java Province has a low assessment achievement in the aspect of career development based on an assessment from the State Civil Apparatus Commission. In this case, one of the problems is that there is still a mismatch between the needs of position specifications and the qualifications of civil servants in positions so that it is necessary to map and organize the right employees and build a quality career development concept. The purpose of this study was to determine the implementation of career planning and development in the Central Java Provincial Government. The research method used is descriptive qualitative. The theory used in this research is career development organization theory. The results obtained are the existence of employee regulations, employee motivation, and leadership commitment that support the implementation of the system. However, although many employees have successfully passed and registered in the talent pool, in reality there is a mismatch between the number of available position formations and the number of employees who are ready to be promoted, causing career uncertainty and widespread dissatisfaction. In the process, the limited number of assessors available and the suboptimal performance of the SIMPEG application also hampered the smooth management of information.
