EFEKTIVITAS APLIKASI SISTEM PERINGATAN DINI DALAM UPAYA MITIGASI BENCANA BANJIR DI KOTA JAKARTA

Abstract

Jakarta faces the challenge of flooding due to population density, high rainfall, and inadequate drainage systems. To overcome this, the Jakarta Water Resources Agency created the Flood Early Warning System application. This study aims to evaluate the effectiveness of the application and analyze and identify its inhibiting factors. The research method used is descriptive qualitative, with data obtained through interviews, observations, and document analysis. The theories used are the effectiveness of the Budiani program and the inhibiting factor theory of G. Shabbir Cheema. The results of the study show that this application is able to provide important information related to flood early warning, but its implementation is not yet optimal. The main obstacles include limited real-time data, low levels of community participation, minimal socialization, limited human resources, and ineffective coordination between institutions. Another factor is the community's dependence on traditional methods. In conclusion, this application is not yet optimal in disaster mitigation, there are still obstacles. Research recommendations include improving the evaluation of the application's reach, expanding the socialization strategy, improving coordination between institutions, and strengthening human resources and training for implementing agents. These steps are expected to increase the effectiveness of the application as a disaster mitigation tool in Jakarta.
