A Child-Friendly City is a development concept that integrates the fulfillment of children's rights into the policies and programs of the city government. Semarang City has achieved Nindya and Utama level awards but still faces challenges, including a relatively high rate of child abuse. This research employs a qualitative descriptive approach, with data collection techniques including interviews, observations, and document studies. The findings indicate that, despite positive achievements such as clear task allocation, adequate resources, and scheduled evaluation frequencies, the implementation of the CFC policy in Semarang City still encounters several obstacles. These include a lack of synergy between institutions, minimal public outreach regarding children's rights, and weak public education on the prevalence of child abuse.
