IMPLEMENTASI INOVASI SAN PIISAN (SAYANGI DAMPINGI IBU DAN ANAK) DALAM MENEKAN ANGKA KEMATIAN IBU DAN BAYI DI PUSKESMAS TLOGOSARI KULON KOTA SEMARANG
Abstract
One of the most important issues in the health sector today is the high Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR). In 2021, the number of deaths among pregnant women in Semarang increased. In 2020, the rate was 98.6/100,000, but in 2021 it rose to 199 per 100,000. This figure does not meet the SDG standard, which should be 90/100,000. Meanwhile, the maternal mortality rate at the research location, Puskesmas Tlogosari Kulon, reached 3 maternal deaths per year, making it the highest maternal mortality rate in Semarang. One of the efforts made by the Semarang City Health Office to reduce the MMR is the creation of a public service innovation known as SAN PIISAN (Care for Mothers and Children of Semarang City). This innovation is a health service aimed at promoting, preventing, and providing curative care for maternal and child health. It involves active community participation through an Android-based service, supported by an integrated information system with a website, and will include monitoring and offline assistance. One of the uses of the SAN PIISAN innovation that can be accessed via Android is the Sayang Bunda application. This study employs a qualitative descriptive method with data collection techniques that include interviews with informants and documentation. The results indicate that the Sayang Bunda application is not utilized at the Puskesmas Tlogosari Kulon, which still relies on manual data collection that is later uploaded by cadres to the BKKBN application. Therefore, it can be concluded that the hindering factors for this implementation are the insufficient quantity of implementing groups and the absence of users for the Sayang Bunda application at Puskesmas Tlogosari Kulon. On the other hand, the driving factors for implementation include good cooperation from policy implementers and target groups, as well as timely, accurate, and consistent information provided by the implementing groups. Recommendations from this study include the need to increase the number of implementing groups and to introduce and provide socialization about the Sayang Bunda application to pregnant women.
